After reviewing your PO from Bass Pro I discovered the reason behind the missing 'Ship' icon. This particular PO is a dropship order, Bass Pro requires that dropship POs have a transmitted PO acknowledgement before you can proceed. Once the PO Acknowledgement is sent you can create the subsequent ASN and Invoice.
