When i send out an invoice with tax (Quebec, 9.975%) the doc it sent out only carries 2 decimal places (as 9.97%) and the last digit get cut off. Is there any way to fix this?

This is an issue with what is called the 'formatting' of the numeric field.  When you format a numeric you tell Dexterity how many decimal places you want it to use.  The common default is '2' as most formatting is done on dollar amounts.  In this case the formatting should be larger/longer to accommodate the extra digits.

I have modified the code so that the tax percentage that goes out on the TX record will now push to 5 decimal places if need be.
