I have looked into this and I see that this is most likely with your trading partner: Canadian Tire.  If this is the case, then the decision on what to allow and not allow with their RPAs was made by Canadian Tire and they have decided to not allow shipping more than they have ordered. 

For the reasons behind this, we always recommend reaching out through your buyer to the trading partner because they have a human to human connection that will allow you to sort out what the limitations that have been set on the document are and why they were put there.

I do know that Canadian Tire is very specific with their shipping schedules and require RPAs to be adhere to more than a few restrictions and specifications.  They use their own shipping fleet and this allows them to plan the most efficient method for pick up and deliveries.  I would guess, shipping more than ordered places a larger burden on their storage and delivery systems so restrictions are in place because they need to keep everything within the parameters they are expecting.

If the trading partner is not Canadian Tire, I would recommend giving the Support Team a call and we can take a look at the specific issue you are experiencing, however it is quite common and over-shipping is not allowed by many retailers.
