We received the below message from SPS. Is the MSG segment required? What if we do not have a message to send. What is expected Is this required because we are sending the N9*L1*GEN? Would removing the N9*L1*GEN fix this issue>?

Per's EDI specifications, both the N9 and MSG segments are required, and a message must be sent in the MSG01 element, even if it is "None" for no message.
