For example,  if you look
at DOC# 0094-7084202-3801, you’ll see that the original document and change orders have lines.  However, when you look into the last “order”, after the change was accepted,  it has no lines. It seems that the information is not transmitting to the last order.  Therefore, I cannot process an invoice.

Hello,

Thank you for posting to the Support Center!

I took a look at the Purchase Order Change.  In the POC, it is communicated that Target would like to change all the quantities to zero.  So, when the POC was processed, the lines were removed as all the quantities were now zero for the seven items.

If this was a mistake by Target, and you need to have the items back, contact our support team and they can do a POC reset.  This will enable you to reject, rather than accept the document and allow you to work with the original numbers.

If you are not sure if it is a mistake, you will need to contact Target and ask them how they would like the order filled. 

There are times when a trading partner will accidentally send the wrong information through a POC and they do not mean to, and we can easily reset the document if we need to.

I show PO changes were already accepted successfully, not sure why new orders are being created; SPS will need to work with you since the issue is with their software.
