Can't send invoices to customer

I am trying to send invoices for orders shipped to Petco. When I click on Next Steps, I no longer see the Invoice option. All I see are Auto-Complete, Pick List, Packing Slip and Related Documents. Is this a problem that is being fixed or do I need to do something different?

We're not seeing or experiencing any site-wide issues at the moment. I do know that Petco's 810 Invoice document was recently updated, but that should have had no effect on being able to access it.
