Why is my document is crossed off (greyed out) in next steps?

I am running in to a problem where I select a purchase order to invoice and go to next steps, but where I normally see "Invoice", "Invoice" is greyed out and has a line through it (the "strikeout font option, I believe). Any idea why?

Good Afternoon Shawn,

I've taken a look at this purchase order in your account.  This order is still showing up in your account as a 'New' status and is still showing in bold.  In order to work with the next steps on this document, you will first need to open the order or use the select an action menu to mark the document as read.  Once you do this the invoice option will be available.

If you are using Internet Explorer and have followed the steps above but the option is still crossed off, there is one additional setting you can check by using the following steps:
1) Open Internet Explorer
2) Navigate to Tools > Internet Options
3) Remain on the 'General' tab
4) Under the 'Browsing History' section click on the 'Settings' button (just to the right of the 'Delete' button)
5) In the following window, please choose 'Every time I visit the webpage'
6) Click the OK buttons to close out of the Internet Options, then refresh your page and check the next steps again
