Cannot process "Change" PO.

Trading partner send a PO with missing information (FedEx tracking number), we have them to revised the PO, they did. Now, when I go to the Webform, when I click the "change" PO, it only allow me to "see" the relative documents. I am not able to process this PO at all. Any idea why???
