810 error PCL10641926651

Just recently our 810s have been rejected for one of our trading partners.  The error reported is:  "If LocationCodeQualifier or
addressLocationNumber is present, both are required".  We have been using an 810 map that SPS created for us quite some time ago and there have been no changes to it.  In addtion, I compared the data of one of the rejected files to a successful file from earlier this year and no data elements are missing.  

Based on the error message my suspicion is that the "billing location" (1436007 in the following 810 file snippet) requires a qualifier.  Further evidence is that the trading partner that hasn't had a failed 810 does not require a "billing location".

I suspect that the mapping on the SPS side had previously assigned a qualifier and now no longer does.
